Hundred Homes Initiative, FHLB of Cincinnati

If you own a mobile home that was built before 1976 give us a call today to see if you qualify. FHLB of Cincinnati is offering $50,000 grants to households residing in mobile homes constructed on or before June 15, 1976 for the purchase or construction of a qualifying home, including expenses related to the down payment, closing costs, mortgage principal reduction, purchase of land (as needed), disposal and or recycling of vacated mobile home and any legal work fees necessary to decommission the old home and salvage the title. Home buyers must apply and qualify for a mortgage loan with Farmers State Bank to utilize the grant.

Who are Eligible Home buyers?

 

A home buyer would be eligible for the Hundred Homes Initiative (HHI) grant if all the following guidelines are met:

 

  • The total income for all occupants who will reside in the home is at or below 120 percent of the Mortgage Revenue Bond (MRB) limit for the county and state where the property is located.

  • Must submit proof of residence in a mobile home or previous residence should the mobile home have been destroyed in a natural disaster, having been constructed on or before June 15, 1976.

  • The home buyer has at least $500 of their own funds to contribute towards down payment and/or closing costs.

  • Other additional guidelines may apply.

 

What is an Eligible Property?

 

A property would be eligible if all the following guidelines are met:

 

  • The property will be the home buyer’s primary residence.

  • The property is a single family, town home, condominium, or a qualified manufactured home. (Manufactured homes may be eligible if they are taxed as real estate, affixed to a permanent foundation, and Energy Star certified); and,

  • The property is subject to a legally enforceable five-year retention mechanism, included in the Deed or as a Declaration of Restrictive.

  • Covenants to the Deed, requiring the FHLB Cincinnati be given notice of any refinancing, sale, foreclosure, deed in-lieu of foreclosure, or change in ownership during the five-year retention period.

NOTICE OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT

AND NOTICE OF REQUEST FOR RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for the activities to be undertaken by the Kentucky Department for Local Government.

 

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

 

     Request for Release of Funds

On or about March 17, 2025, The Kentucky Department for Local Government will submit a request to the United States Department of Housing and Urban Development-Office of Disaster Recovery for the release of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds under Title 1 of the Housing and Community Development Act of 1974 (PL 93-383) to undertake the following project:

 

Project Name: Partnership Housing Benton Way Phase 2

 

Purpose of the Project: Development of multi-family rental units (duplexes) to meet community housing needs in response to 2021 and 2022 floods in Eastern KY

 

Project Location: 50 KY 28, Booneville, KY 41314

Longitude: -83.489134 Latitude: 37.357934

 

Census Tract: 21025920500

 

 

Finding of No Significant Impact

The Kentucky Department for Local Government has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) (PL-91-190) is not required. An Environmental Review Record (ERR) respecting the project is on file with the Kentucky Department for Local Government which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. Persons wishing to review the project Environmental Review Record may access it on the Kentucky Department for Local Government website at  https://dlg.ky.gov/grants/federal/DR/Pages/default.aspx. No further environmental review of such project is proposed to be conducted.

 

Public Comments

All interested agencies, groups, and persons disagreeing with the ERR decision are invited to submit written comments for consideration by US Mail to the Kentucky Department for Local Government at 100 Airport Road, Frankfort, Kentucky 40601, Attention Jennifer Peters. Comments may also be submitted by email to jennifer.peters@ky.gov.   All comments received by or before 4:30pm on March 14, 2025, will be considered prior to authorizing submission of a request for a release of funds or taking any administrative action on the within project prior to the date specified on the proceeding sentence. Comments should specify which Notice they are addressing.

 

   Environmental Certification

The Kentucky Department for Local Government certifies to the United States Department of Housing and Urban Development that Matt Sawyers, Commissioner of the Kentucky Department for Local Government in his capacity as Certifying Official consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Kentucky Department for Local Government’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities.

 

   Objection to Release of Funds

The United States Department of Housing and Urban Development-Office of Disaster Recovery will accept objections to its release of funds and the Kentucky Department for Local Government certification for a period of fifteen days (following the anticipated submission dates or its actual receipt for the request (whichever is the later) only if they are on one of the following bases: (a) The certification was not in fact executed by the Certifying Officer of the Kentucky Department of Local Government. (b)The Kentucky Department for Local Government has failed to make one of the two findings pursuant to S58.41 or to make the written determination decision required by SS578.57, 58.53 or 58.64 for the project, as applicable. (c)The Kentucky Department for Local Government has omitted one or more of the steps set forth at Subparts F and G for the preparation and completion of an EA. (d)No opportunity was given to the Advisory Council on Historic Preservation or its Executive Director to review the effect of the project on a property listed on the National Register of Historic Places, or found to be eligible for such listing by the Secretary of the Interior, in accordance with 36 CFR Part 800. (e) The recipient or other participants in the development process has committed funds, incurred costs or undertaken activities not authorized by 24 CFR part 58 before approval of the release of funds and approval of the Environmental Certification by HUD or the State. (f)Another Federal agency acting pursuant to 40 CFR Part 1504has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

 

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and may be sent via email to the United States Department of Housing and Urban Development-Office of Disaster Recovery email address at: Disaster_Recovery@hud.gov.

 

Potential objectors should contact the United States Department of Housing and Urban Development-Disaster Recovery to verify the actual last day of the objection period.
